President and Chief Strategist David B. Mastran founded New Paradigm in 1997. Paul E. Rowan became Managing Director in 2003.

David B. Mastran
David B. Mastran is a Founding Partner, Principal, and the President of New Paradigm Capital Management, LLC and the Founder, Chief Strategist, and Portfolio Manager of New Paradigm Fund.
Mr. Mastran developed a passion for the markets when he first began trading at the age of eleven and has been trading equities full-time since 1993. In 1997, he founded New Paradigm Fund with $1.3 million in assets and grew it to $50 million and 19 investors by 2000. Mr. Mastran was the sole portfolio manager of the Fund from January 1997 through August 2003. He is proud to have successfully guided the Fund through the market crash of 2008, delivering on his mandate to preserve investor’s capital.
Mr. Mastran graduated from the University of North Carolina at Greensboro in 1993. He currently lives in Great Falls, Virginia with his wife and children. He enjoys playing and coaching soccer and skiing.
Mr. Mastran has an optimistic, never-give-up attitude and an open-minded demeanor. These traits have allowed him to run a successful hedge fund for 20 years.
Paul E. Rowan
Paul E. Rowan is a Founding Partner, Principal, Vice President, and Managing Director of New Paradigm Capital Management, LLC and Co-Portfolio Manager of New Paradigm Fund.
Mr. Rowan began his career in the securities industry in 1981. He started in the institutional sales department of Drexel Burnham Lambert and then moved to Smith Barney and Paine Webber. He was then recruited to be the Chief Investment Officer for an Italian fund management firm. As CIO Mr. Rowan managed the U.S. equity and bond portfolios and a fixed income component of an “umbrella fund” sponsored by Banque Internationale Luxembourg. In 1997, Mr. Rowan returned to New York as a member of the equity department of Dillon Read & Co., selling U.S. equities to European institutions. He then worked for Puglisi Howells & Co., a “small-cap” equity boutique and fund management firm. In September 2003, Mr. Rowan co-founded New Paradigm Capital Management. Mr. Rowan graduated from Fairfield University in 1979.
He lives in Great Falls, Virginia and is married with two children. He is an avid golfer and skier.
Mr. Rowan is a team player with extensive market experience and bond market expertise.
